This is the Girdle worn by the RA band from around 1914-1951. If it has a leather backing and internal belt buckle then it is the 1904 Royal Field Artillery Girdle. It was still being worn in the 1980s and 1990s by more than one member of the Royal Regiment of Artillery and I do believe it is still being worn by a least one officer.
